The main purpose of the EEB is to liaise between its member organisation and the EU Institutions in order to improve EU's impact on the environment. Most of this is realised in the framework of specific issues.

The International Institute for Sustainable Development includes the Linkages web site, described as a Multimedia Resource for Environment & Development Policy Makers. The Linkages site includes downloadable/listserv version of Earth Negotiations Bulletin and Linkages. This focuses on international negotiation processes and also has links to sector specific organisations.
- National Councils for Sustainable Development
The 1992 Earth Summit recommended the active participation of citizens along with governments in the implementation of the Rio agreements. Since then, most countries have established some form of focal point or mechanism at the national level to oversee the implementation of the Earth Summit agreements. Many of these are structured as multi-stakeholder and participatory mechanisms, usually referred to as National Councils for Sustainable Development (NCSDs).
